I just bought a Le Creuset Tea Kettle from TJMaxx and noticed it says "made in Thailand" – I thought all true Le Creuset cookware was made in France – will this be as good, and is it authentic?

They are probably outsourcing as many things as they can from certain product lines to keep the cost if these products down. Statements about French cookware for real cooks also should be taken to mean that the company is French, even though some of its products aren’t made in the geographical nation of France.
I can only speak for the Le Creuset enameled cast iron but I have found many of their products to be moderately to highly over priced for what you get. I’ve dealt with enameled cast iron before and have found that Le Creuset is more susceptible to chipping and cracking than other brands.
As for quality, only you will be able to fully judge how well the kettle holds up to your demands. I personally think that you’ll be all right, but check the store’s return policy before you use it or throw away the receipt.
Having many pieces of Le Creuset for many years and never a problem (I also use some in my restaurant) I would venture a guess that it is a fake– never seen any but Made in France–would not trust any other.
